We would survive. Interestingly signalised traffic junctions tend to work quite well when the lights fail, people are very good at giving way to each other. Unfortunately, this effect doesn’t last, people on the main road get used to the lights not working and stop giving way to other users. Autonomous vehicles might communicate with traffic lights using mobile phone signal so a lack of mobile phone signal might cause cars to go to a safe mode where they slow down and use their sensors to navigate junctions, a bit like humans do now. I believe there is a backup system for the emergency services so as long as they keep going, we would be fine.
