Question: On average what percentage of cities are undeveloped

Depends what you mean, over 50% of people now live in ‘urban’ areas (so towns or cities) and many of those are in the developing world. Although the centre of many cities may be developed, as you get further away from them they can become very undeveloped (poorer people go to urban areas to work)
